In the greater Virginia Beach area, there are many homes that are built with crawl spaces instead of basements. As long as there have been crawl spaces, they were constructed with open vents to the outside where were intended to help fresh air flow into the area and keep it dry. Unfortunately, the opposite is usually what happens. Having open vents allows water to enter the space during rain and snow storms and the vents prevent proper evaporation which results in the humidity level staying too high which will eventually facilitate the growth of mildew.
