In our area, many of the homes are built with crawl space areas and not basements. For a long time, these were constructed with open vents to the outside where were intended to help fresh air flow through the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in when it rains or snows and the vents prevent proper evaporation which results in the humidity level staying too high which can facilitate the growth of mildew.
