In the greater Virginia Beach area, many of the homes were built with crawl spaces instead of basements. As long as there have been crawl spaces, these were constructed with vents which was intended to increase fresh air flow through the space and keep it dry. Unfortunately, the opposite is usually what happens. Having open vents allows water to get in during rain and snow storms and the vents hinder airflow which causes the humidity levels to stay high which will eventually harbor the growth of mildew.
