In our area, many of the homes were built with crawl space areas in addition to basements. As long as there have been crawl spaces, they were built with vents which was intended to increase fresh air flow through the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to get in when it rains or snows and then it never leaves which causes the humidity levels to stay high which will eventually facilitate the growth of mildew.
