In our area, many of the homes are built with crawl spaces and not basements. For a long time, they were built with vents which was intended to increase air flow into the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to enter the space during rain and snow storms and the vents hinder airflow which causes the humidity levels to stay high which will eventually harbor the growth of mildew.
