In the greater Virginia Beach area, there are many homes that were built with crawl space areas instead of basements. For a long time, they were constructed with vents to the outside where were intended to help air flow into the area and keep it dry. Unfortunately, the opposite is usually what happens. Having open vents allows water to get in during rain and snow storms and the vents prevent proper evaporation which results in the humidity level staying too high which will eventually foster the growth of mildew.
