In the greater Virginia Beach area, many of the homes are built with crawl spaces in addition to basements. As long as there have been crawl spaces, they were constructed with open vents to the outside where were intended to help fresh air flow through the area and keep it dry. Closing the area will also prevent rodents and animals from settling in your crawl space which will help keep any appliances there safe and allow you to use it for storage.
