For a long time, they were constructed with open vents which was intended to increase air flow into the space and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to enter the space during rain and snow storms and then it never leaves which results in the humidity level staying too high which can harbor the growth of mildew.
