In our area, there are many homes that were built with crawl spaces instead of basements. As long as there have been crawl spaces, they were built with open vents to the outside where were intended to help fresh air flow through the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to enter the space during rain and snow storms and the vents hinder airflow which causes the humidity levels to stay high which can foster the growth of mildew. This is done using a method known as encapsulation which is the installation of a heavy duty liner, sometimes accompanied by insulation products, and are strong plastic and vinyl sheeting as well as covers to close off existing vents and a sturdy door that will seal the area completely and prevent any excess moisture from entering.
