In the greater Virginia Beach area, many of the homes were built with crawl space areas instead of basements. For a long time, they were built with open vents which was intended to increase fresh air flow into the space and keep it dry. Unfortunately, this is rarely what happens. The vents allow water to enter the space when it rains or snows and the vents hinder airflow which causes the humidity levels to stay high which can foster the growth of mildew.
