In our area, many of the homes were built with crawl space areas instead of basements. As long as there have been crawl spaces, they were built with open vents to the outside where were intended to help fresh air flow through the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in when it rains or snows and then it never leaves which results in the humidity level staying too high which will eventually foster the growth of mildew.
