In our area, there are many homes that were built with crawl spaces and not basements. For many years, these were created with vents which was intended to increase fresh air flow into the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in during rain and snow storms and then it never leaves which causes the humidity levels to stay high which can foster the growth of mildew. This is done using a method known as encapsulation which is the installation of a thick liner or vapor barrier, occasionally installed with insulation products, which are thick plastic and vinyl sheeting as well as covers to close off existing vents and a heavy duty door that can close off the area completely and stop any unwanted moisture from entering.
