In the greater Virginia Beach area, many of the homes were built with crawl space areas in addition to basements. As long as there have been crawl spaces, these were built with open vents which was intended to increase air flow through the space and keep it dry. Unfortunately, this is rarely what happens. Having open vents allows water to enter the space when it rains or snows and then it never leaves which causes the humidity levels to stay high which can facilitate the growth of mildew.
