In our area, many of the homes were built with crawl space areas instead of basements. For many years, these were built with open vents which was intended to increase fresh air flow through the area and keep it dry. Unfortunately, the opposite is usually what happens. Having open vents allows water to enter the space when it rains or snows and the vents hinder airflow which causes the humidity levels to stay high which can foster the growth of mildew.
