In our area, many of the homes were built with crawl spaces instead of basements. As long as there have been crawl spaces, they were constructed with open vents which was intended to increase air flow into the area and keep it dry. Unfortunately, the opposite is usually what happens. The vents allow water to get in during rain and snow storms and the vents hinder airflow which results in the humidity level staying too high which will eventually foster the growth of mildew.
